In a bid to drive efficiencies the UK Government elected for all six offices of the UK Border Agency (UKBA) in Liverpool to move to one central location and so required a bespoke, state-of the-art place to work for over 2,000 staff.

HE Simm was commissioned by Downing Construction to undertake the design & build MEP services to create 300,000 ft2 of clean and modern office space across 10 floors.  The new offices were to be the inaugural home of the newly formed UKBA.  It was requested that HE Simm provide UKBA with both Category A and Category B office space.

Due to the size, scale and high-profile nature of this project, close collaboration with our client Downing Construction was essential.  The HE Simm project delivery team interfaced seamlessly with Downing operatives and provided vital support during the initial decommissioning and demolition period, through to the re-construction and subsequent testing and commissioning phase.  To provide a smooth transition for the end user, a ‘soft landings’ approach was utilised, ensuring that any unforeseen issues could be remedied without significant disruption.

The result was a huge success.  The project was completed safely, on time and in budget.  Both Downing and UKBA were overjoyed with the end result.  The Customer said “HE Simm played a critical role in helping transform the Capital, which is now a benchmark for the highest quality office space.”
