The Women's Institute of Commercial Economic development, which was primarily funded with EU funding, was won by Kier Northern with HE Simm as the Building Services provider. The scheme offers low cost small offices and meeting rooms available for rent by the hour, day or week. The building was built to be naturally ventiliated, with common heating and cooling via a air source heat pumps. Generally all lighting is controlled via absence detection and daylight dimming.
